Speakers

Bonnie Wilson
, Evanston Township Assessor, reported that there is an appeal period for residents whose first appeal was not granted. For information call: 847 332-2465

Suzette Robinson, Director of Streets and Sanitation, reported that all Evanston residents will receive new waste containers when a contract has been signed with a vendor and the City switches from waste to recycling collection.

Officer Loyce Spells
, Community Strategies Bureau, Evanston Police Department, distributed a City map illustrating crimes reported since early 2010. He said while crime is down in the City, especially violent crime, burglaries are a steady problem in the 6th Ward. Several new neighborhood watch groups have formed over the summer and many have connected with Skokie watch groups to share information.

Eric Duray
, ComEd External Affairs Manager, spoke and took questions about recent power outages in the 6th Ward and elsewhere. Many residents voiced their belief that the problems were systemic and related to an aging infrastructure. Mr. Duray countered complaints about frequency of outages by pointing out that each failure had a different cause. Many of them were storm related.

Residents of Three Crowns Park spoke, not only about outages, but the response time in restoring power. One woman said that her home at Three Crowns does not have a back-up generator and she often relies on life support equipment.

Another Three Crowns resident reported that she has lived in the 6th Ward most of her life of 79 years and has never witnessed as many power outages — four at the Three Crown Park this year. Most others agreed.

City Manager Wally Bobciewicz spoke about the City’s contract with ComEd and the expectations of a better dialogue with the company. Mr. Duray agreed. In a follow-up email, Mr. Duray attached a presentation he prepared for the September 22 meeting. (Eva_Storm_Restoration_09-22-10) He offered to meet with smaller groups with detailed information about power outages. He encouraged residents to communicate their ComEd concerns through their Alderman.

A 6th Ward meeting will be held on Wednesday, Sept. 22 at 7:00PM at the Three Crowns Park. Three Crowns is located at 2323 McDaniel, Evanston. The meeting will take place in the Multi-purpose Room on the first floor, north side of the building. There will be someone at the McDaniel entrance to direct you.

Eric Duray, ComEd External Affairs Manager, will be there to answer questions regarding recent electrical power issues in the ward. Officer Loyce Spells, Crime Prevention Specialist, Evanston Police Department, will discuss area crime issues — particularly home, garage and car burglary.

City Manager Wally Bobkiewicz will be there as well. Questions about the 2011-2012 City budget process will be welcomed.

Resident summary of Dec. 8 neighborhood meeting December 10, 2009

For those of you who were unable to attend tonight, I thought I would summarize what I thought were a few of the highlights of the meeting. Chief Eddington, Sgts. Moran and Mulligan, Officer Spells and Alderman Mark Tendam were there to speak to about 80 people.

  • Crime stats for burglaries in 2009 are lower than for the comparable period (Oct. – Nov) in 2008, both city-wide and in our ward.
  • Burglaries tend to pick up after Halloween to coincide with the holiday season.
  • Since October, the EPD has been increasing their presence in our area with marked and unmarked patrol and undercover cars, and undercover officers on foot and on bicycles. They also use “bait cars” to attract and catch criminals who may be targeting our area.
  • The sergeants have responded to the recent burglaries by adjusting the hours of their shifts as needed to coincide with the times that the burglaries occurred.
  • The sergeants have noted several open garages in our area and houses with no lights on. These are attractive targets for thieves.
  • The two houses burglarized on Grant were corner houses, which is counter-intuitive, even to the police officers. There must have been something about the houses that made them attractive to the criminals.
  • In the recent burglaries when many items (including large TVs) were stolen, the police feel that the burglars were likely working in teams of at least two.
  • By contrast, the burglaries/car thefts that happened on Noyes and in Evanston/Skokie over the summer fit the MO of a single burglar. No one was apprehended in the two Noyes burglary cases from the summer, but a suspect in those cases was convicted on a parole violation and there have not been any similar burglaries reported since.
  • On Nov. 22, the police apprehended a car thief to whom three cases of auto theft were attributed.
  • The use of lights and motion detectors is encouraged. If your motion detector is not working, check to see if the light has been tampered with or the bulb removed. This may be a sign that your house has been targeted.
  • Several neighbors noted that they are seeing more police in the area and calling more to report suspicious activity or persons. When you call in suspicious activity, you can indicate that you would like to speak to the responding officer when he/she arrives.
  • The police reinforced the messages that we have received from our initial Neighborhood Watch meeting and from Officer Spells about crime posted on our Group site).
  • Several neighbors expressed interest in forming watch groups for their blocks/areas.

Communications tower
Location: Firehouse #5, 2830 Central Street
New tower to be 13 feet higher than the existing tower: Two wireless companies have signed on for use and this will generate $2,000 per month for the City’s general operations. The current tower generates no revenue.

Soccer fields
Location: Bent Park
Bent Park to be open for organized team sports seven days a week: All organized sports organizations will be required to obtain a City permit. Almost all of the City’s soccer facilities are at maximum use. Opening Bent Part will help accommodate increasing participation in soccer and allow fields in bad condition to be completely restored.

[Note: At Tuesday's meeting there was a question about the relationship between City parks and residences within 100 ft. I have combed the City Code and have not found that specific rule. Click here then go to "Title 6, Chapter 10."]
